Identification in the Suomi.fi identification service

A person with a Finnish personal identification number who accesses FIN-FSA e-services is identified in the Suomi.fi service.

Citizens of Finland (Finnish personal identification number) and of other EU countries (eIDAS identification) may use Finnish e-services via Suomi.fi identification. Users must be identified using strong identification via the Suomi.fi service.

Identification can take place with:

  • personal online banking codes
  • a mobile certificate
  • a certificate card or
  • an eIDAS token

When using Suomi.fi identification, the user undertakes to comply with the terms and conditions set for the use of online banking codes, certificate card, mobile certificate or other means of identification, to which the user agrees in the adoption agreement.

Granting and requesting mandates in Suomi.fi e-Authorisations

An entity (with a business ID) accessing FIN-FSA e-services can be represented by a person who has the right of representation under the Trade Register or the Business Information System (YTJ) or who has been granted a mandate via Suomi.fi.

With Suomi.fi e-Authorisations, you can grant another person or company a mandate, i.e. the right, to use the services on your or your company’s behalf. In the service, you can also request a mandate to act on behalf of another person or company.

When granting or requesting a mandate, the individuals or companies are selected first. The matters to which the mandate applies are then selected. Finally, you define the period of validity of the mandate. When you grant a mandate, its validity starts on the day you have defined as the start date. When you request a mandate, its validity does not start until the recipient has confirmed your request.
With regard to FIN-FSA e-services, the most important cases of authorisation are:

  • acting on behalf of another person
    • a person may grant a mandate to another person or company
    • a person or company may request a mandate from another person
  • acting on behalf of a company
    • a company may grant a mandate to another person or company
    • a person or company may request a mandate from another person or company

In the Suomi.fi service, companies may authorise a private or another company to act on their behalf in the following FIN-FSA matters:

  • A financial sector entity’s report on customer complaints
  • Notification of use of tied agent in investment services

FIN-FSA registration

A user without a Finnish personal identification number cannot be identified through the Suomi.fi identification service and, for this reason, the user cannot be granted mandates via Suomi.fi e-Authorisations.

A user without a Finnish personal identification number logs in to FIN-FSA e-services using the FIN-FSA registration service. To set up an e-services profile, users submit an application form in which they request log-in credentials for the FIN-FSA e-services system. An e-services profile and related log-in credentials are created when the FIN-FSA has approved the e-services application. Individuals who have a Finnish personal identification number are not accepted in FIN-FSA registration, because strong identification in the Suomi.fi services is required for such individuals.

When users have FIN-FSA registration log-in credentials, they may act on their own behalf and apply for a mandate to represent a new or already registered organisation. When such representation is approved by the FIN-FSA, organisation information is created for the user showing which organisation the user may represent, and the user may update this information. If more than one user represents the same organisation, each user only sees his/her own e-services information.
