Obligation to sign up for and report to the Positive credit register to be extended

The Financial Supervisory Authority (FIN-FSA) reminds that parties providing credit to natural persons other than consumers must register for the Positive credit register maintained by the Finnish Tax Administration’s Incomes Register Unit by 31 October 2025.

As a rule, the registration concerns all traders providing credit on a professional basis to natural persons other than consumers or who hold such credit in their credit portfolio, even if they are not covered by FIN-FSA supervision. However, if a trader grants credit in Finland only occasionally or only to finance the purchase of products or services offered by it, the registration obligation does not apply.

A lender who has already reported credits at the first stage of the Register must submit a notification of registration change if its credit portfolio includes or will include credits granted to natural persons other than consumers on 1 December 2025 or thereafter.

Going forward, data shall be reported to the Register on credit granted to natural persons other than consumers, such as credit granted to business name entrepreneurs for their business activities and to agricultural and forestry operators, where the borrower had, at the time of granting the credit, a residence in Finland and a Finnish personal identity code.

The FIN-FSA monitors compliance with the registration and reporting obligation. The reporting obligation is laid down in section 16 of the Act on the Positive Credit Register (739/2022), and the credits to be reported are specified in section 6.
