Change to reporting of 15% minimum risk weight on residential mortgage loans
Reporting of the 15% minimum risk weight on residential mortgage loans will take place on a one-off basis and not quarterly as was previous reported. Reporting will take place reflecting the situation on 30 September 2018 and a second time, if necessary, at a time to be announced later.
On 26 June 2017, the Board of the Financial Supervisory Authority (FIN-FSA) made a conditional decision according to which the average risk weight on residential mortgage loans must be a minimum level of 15% for banks that have adopted the Internal Ratings Based Approach. On 21 August 2017, the European Commission decided not to raise any objection to the decision of the Board of the FIN-FSA, as a consequence of which the minimum risk weight level entered into force on 1 January 2018.
Key aspects of the decision as well as updated information on the reporting of minimum risk weights
- The minimum level is institution-specific, excluding institutions belonging to an amalgamation of deposit banks. In an amalgamation of deposit banks, the minimum level is calculated on a consolidated basis for the amalgamation as a whole.
- The minimum level applies to residential mortgage loans defined in accordance with chapter 7a, section 3, subsection 2 of the Consumer Protection Act, where the housing unit acquired is located in Finland.
- State-guaranteed loans and personal residential mortgage loans taken by entrepreneurs are within the scope of reporting. The entire loan must be reported, irrespective of guarantees.
- The minimum level is calculated according to the average EAD-weighted risk weight of the above mentioned credit portfolio.
- Reporting of the above mentioned credit portfolio takes place, reflecting the situation on 30 September 2018, as a csv-format data collection based on the COREP C 08.02 template. The report must be submitted to the FIN-FSA by 13 November 2018.
- The reporting application will be available for download in the FIN-FSA’s Jakelu Distribution Service in May 2018.
- Reporting will be implemented a second time, if necessary, at a time to be announced later.
- The FIN-FSA will seek from both the Swedish Financial Supervisory Authority and the Danish Financial Supervisory Authority reciprocal recognition for the decision, which would apply to branches and cross-border loans.
- The reporting regulation will not be added to the FIN-FSA Regulations and Guidelines.
