Financial Supervisory Authority requests comments on guidance for customer pricing of ATM cash withdrawals – comment period ends on 15 September 2021

The Financial Supervisory Authority (FIN-FSA) requests comments on whether the guidance given by the FIN-FSA in 2018 on determining the corresponding national payment, referred to in the Euro Payments Regulation (924/2009), in cross-border cash withdrawals made using ATMs and the FIN-FSA’s recommendation on the pricing of cash withdrawals made in Finland using ATMs other than Otto. network ATMs are justified in the current market situation.   

According to current guidance on the application of the Euro Payments Regulation, the charge levied on customers for cash withdrawals in euros made in another EU country must be the same as that levied on customers when using Automatia Pankkiautomaatit Oy’s ATMs (Otto. network). In connection with the issuing of guidance on the application of the Euro Payments Regulation, the FIN-FSA recommended that the service charge levied on customers for cash withdrawals made in Finland using ATMs maintained by other operators should be no more than the service charge levied when using Otto. network ATMs.

The request to comment is published in Finnish and Swedish on the website lausuntopalvelu.fi (in Finnish). The FIN-FSA requests that comments be submitted via lausuntopalvelu.fi by no later than 15 September 2021.
