Amendments to FIN-FSA regulations and guidelines 4/2023

The FIN-FSA has amended regulations and guidelines 4/2023 on sanctions. The amendments will enter into force on 27 June 2024.

The amendments are related to supervised entities’ obligations regarding national freezing orders. National freezing orders based on ownership and control are made by the National Bureau of Investigation. Therefore, supervised entities do not have to investigate themselves, with respect to national freezing orders, whether a customer or party to a transaction is subject to national freezing orders by way of ownership or control.

The regulations and guidelines have been revised as follows:

  • chapter 6, paragraphs 5 and 6 have been removed
  • chapter 6, paragraphs 24 and 25 have been amended
  • chapter 7, paragraphs 16, 18 and 31 have been amended
  • chapter 8, paragraph 2 has been amended
  • chapter 8, paragraph 7 has been amended
  • chapter 12 “Revision history” has been added

Entry into force of the to the regulations and guidelines

The amended regulations and guidelines enter into force on 27 June 2024.
